From Dialogue to Delivery: Advancing GCC-EU Relations

A January 2026 high-level seminar at the United Nations House in Doha brought together four former EU Commissioners, Nordic and Gulf diplomats, and policymakers to assess the trajectory of EU-Gulf relations. This joint paper distils the discussions into a framework for moving from dialogue to delivery, with recommendations across connectivity, energy transition, digital governance, education, and peacebuilding.
